How do you run as Administrator?

Your help suggests to run as adminstrator you must run Windows Explorer as Administrator, I cannot a way on Windows to make Windows Explorer run as Administrator, i have enabled the "Run as Administrator" checkbox on the shortcut but even though it asks my permission to elevate permissions this has no effect?

ChangeSet #65415: Added "Run as administrator" to context menu to run an elevated instance of msbuild when building a target
